Okay so my heatsink was loose so I unscrewed it and re screwed it Which seem to fix my issue with the false overheating error Message. I've been told I should reapply the thermal paste but I noticed that it looks the same as when I first installed the motherboard in 2009. the paste was not dry so do I really need to reapply it? I had a horrible time getting that heatsink back into place so I really don't want to do it again if I dont have to.
any thoughts?

Yea I think you're right. Everything I've been readying says to just go ahead and clean it then reapply. I just apply it between the heatsink and the aluminum case that holds the chipset right? I don't need to open the aluminum case right? Just a thin even layer. I almost snapped the plastic screws getting the heatsink on again so I'm not looking forward to this.

apply a thin even coat onto the top of the cpu. dont remove the cpu leave it in the socket. place fan/heatsink over the cpu gently lined up with the way it is to be seated once its set dont move it..then you should clip it down(AMD) or screw it down(intel) or just watch this video www.youtube.com/watch?v=o7rPqCvCt0g
