This is for those who can't run "GoldenEye: Source" anymore after a recent Steam update.
After looking over some alternate solutions in a attempt to help some people (which didn't work) and with some recent patterns I've been noticing between those you can still play and who can't, I strongly believe that "Half-Life 2: Episode 2" is now required in order to play "GoldenEye: Source". Even with "Source SDK Base 2007" installed, it's apparently not enough for GE:S.
Valve really fucked up on the last update and I'm hoping there's a fix soon, but until then, unless you can fork over $8 to buy "Half-Life 2: Episode 2", install it, and run it at least once, anyone who doesn't have it will not be able to run GE:S again.
Good job Valve, your updates love to break something somewhere. Thanks a lot!

Hm. I can play other Source mods (e.g. Battlegrounds, Resistance and Liberation) without issues. It's only GE:S which says 'No Steam Content Servers are available.'

Another workaround has been found if anyone else would like to give it a shot. It's in Emilia's post: forums.geshl2.com/index.php/topic,7471.45.html NOTE: You'll need to copy/paste the link. The hyperlink only takes you to the forum's front page.
